Correct. No need to mess with partitions - unless you want to.

Scrub a 'preowned' machine and re-install is best practice but there's
no 'must' about it.

It's a G4 so OSX Panther is fine. Make sure it's got at least 128Mb
RAM (min spec) but bump up to whatever you can afford - 512Mb would be
a good number. Also 3Gb of disk space for the 'easy install' of OSX
though you can customise the install and cut back to as little as half
that amount.
