FN-FORUM: mySQL error: Too many connections

Friend's site getting:

IPB WARNING [2] Too many connections (Line: 115 of
/ips_kernel/class_db_mysql.php)
IPB WARNING [2] MySQL Connection Failed: Too many connections (Line: 115 of
/ips_kernel/class_db_mysql.php)

Not my site, but I presume either this is caused by misconfiguration of
.conf file or deliberate DOS attack?
