Then that's probably why you've not been paid yet. Office staff will not pay
anything bigger without the OK from the top, and he probably asks them if the
work is finished yet, they say no, the training hasn't been given yet, so he
says not to pay the bill.
I wouldn't pay for half-finished work either, if that wasn't the agreement.

Get him on the phone and find out what the problem is, or find out who's in
charge and talk to them.

How can you send the layers in if the work isn't finished yet?

Talking with him should clear the situation up either way.
