All Windows NT-XP machines have an Administrator account (although it can be
renamed). It is created during setup. On XP Home (and possibly in a
Workgroup on Pro), it is hidden by default. If you didn't install the PC
from scratch, have a look at the docs that came with it, they may tell you
what the default password is. Or just use a password cracker...

If you're lucky, it's just broken something and a re-install might fix it.
If you're *un*lucky, your PC has been remotely hacked- it may have
file-sharing or DDOS zombies on there.
It's all too easy- I left an FTP service unsecured for about 20 minutes,
once- it took me 3 days to get rid of all the "warez" installed on my c
drive (presumably for others to load).
