Actually charges should go down as leaks are fixed, so encouraging people
to install meters and hence find leaks is a Good Thing. Without the rebate
no-one would volunteer for a meter, just in case an existing leak was
found and they got landed with a massive bill.

As it was we had to pay £500 to fix the leak, saving everyone's water.
What we eventually didn't have to pay was another £210 for the water that
was leaked between the meter being installed and us fixing it. Who knows
how much water was wasted before the meter went in.
