The client wont pay that, i wouldnt pay someone i'd never met and only
have communication through email and msn msgr $2000 up front. And
anyway, i highly doubt it'll even take 30 days, if i only work...

I have never come across a way of styling the actual title attribute.
As far as I am aware the browser will always do with title tags what

local admins or power users on member server (in fact an ordinary user can
