Depends on the region. Socttish highlands are very different to London
city centre. And even on a smaller level there's big differences.

You need to look at sector (bs6 6) instead - the accuracy is about 0.5 - =
1km.
Look at sparsely populated areas midwales massif or scottish highlands =
to see that district level can be out by 30 kms...
