No, the very fact that it is coming from a sub optimal source means
you should avoid *any* potential further loss of quality. You want to
do it in as few steps, with as little change of format - I've done
enough live mixing and recording of bands over many years to know ;-)
I'd bang it straight into SoundForge, but Audacity is probably as good
a free one as you'll find out there.
