setting up Mambo\Joomla\Nuke whatever would depend on what components
you wanted installed. eg, forums, shop, SEF. There's quite a lot of
options available
I convert designs to themes. there's plenty of shops around that do too.
depends on what is involved and how long it takes as to how much it
costs. Any PHP\CSS folks should be able to do it for you.
