Assumption - you can't get cable and you can only get broadband down
your phoneline, and you're not connected to an exchange which has been
or is marked for LLU?
In this order: me, obviously (but we're not that cheap as you don't
have much traffic - if you wanted unlimited then we're pretty good),
Freedom2Surf (assuming the takover by Pipex doesn't cock things up),
Metronet (their pricing plans would suit your needs quite well) and
Zen.
The broadband landscape is changing so rapidly I can't recommend
people sign up to an annual contract, so bite the bullet, pay the
activation charge up front and buy your own hardware from someone
other than your isp.
Personally I wouldn't go near Tiscali - check http://adslguide.org.uk
for end users' views on many ISP's.
Note that most of the posts will be moans, I'm sure you are aware that
more people complain than compliment, but Tiscali are known for their
poor customer service, use of Datastream products, and incredibly
huffy attitude about giving migration codes.
