Depends how complex you want to get! But their basic shopping cart
system is VERY easy to implement. You wouldn't be looking at more than
a day to be honest (but quote a few extra as this is your first time
doing it)

Not initially. You can set-up a PayPal sandbox to test it all from.
This is free and instructions are included in the shopping cart
documentation.
Even when the site goes live, you still shouldn't actually *need*
their login details. You just need their email address to configure it
client-side. If you need to change settings within their PayPal
account, then yes you'll need it, otherwise, no.
