Nearly always develop new or re-use existing personally developed
components. Usually take the hit of trying to genericise customer
requirements to allow for re-use.
And working with web designers / graphic designers who can't or won't
code.
The problem with any system that you've not written yourself is that
what might seem like a small modification can sometimes become a major
re-write if the original code doesn't allow for those sort of changes.
We're now building systems around web services so that if other
developers want to use our systems then they can do (for a fee - it's
not open source !)

Generally I'd hardcode, but I think that you need to be above average to
do some thing like a shopping cart - especially if the client is storing
the details rather than using a third party processor.
Suddenly the liability goes from site getting hacked and defaced to site
getting hacked and orders falsified / customer information stolen.
I'm not saying its better to use a package, but I think you need to be
much more competent that you would other wise need be. The benefit of
OSC is that its had LOTS of peer review.
