If you're doing headers and footers using SSIs in apache, or similar, you can
always put them in a different directory. If you do , then the files need to be viewable, but i think you can
block direct access if you do instead. If these
are some kind of scripted pages, then the scripting mechanism can include the
files, and you can put the included stuff into a separate folder that isn't
directly viewable at all
