I thought in the case of tesco and the like it was something to do with
VAT - as in it's not tesco you're paying you're paying the card company
so tesco don't end up charing VAT that they're not able...

I think in the case of Tesco it also says that they actually take this cost
on their shoulders but I believe most do not do this.
