Yes - handling fee is ok, but technically, it's not really legit to do a
discount for cash.
For example, interest-free credit is popular, and costly, but it's not allowed
to do a discount if paying cash, but not on credit. Similar with
credit-cards, although you can just refuse to accept a given payment method.
Bit of a grey area!
