Nothing comes to mind that specifically answers what you are after but
http://www.chinwag.co.uk/ runs a uk design list, which for the most part
is pretty quiet unless someone comes up with something particularly
contentious.

From a forums perspective, newstoday.com is basically one big message
board. There is also a jobs section there.
