Quark can save a single page as an eps which can be opened in
illustrator.
It does not convert text to outlines though so you will need the
fonts which is problematic cross-platform, so the eps does need
checking and potentially changing fonts to outlines.

It's not unreasonable to charge to change the format, and if this is
a separate request from the design job it requires time that should
be paid for. The fact that another designer may charge less to do
this may be because anyone reading this does not know the whole story.

If the desired format is specified at the outset it should be part of
the quote.
