Norton's internet security is one of the worst applications I've ever
encountered as a user, never mind how annoying it is to deal with as a
developer.
They also block images and take out anything in a link tag that includes
the word "marketing" in it's path, if I recall correctly.
I don't think there is a good way to disable script blocking, but you
could have a "warning, Norton is blocking scripts required to let this
page work" paragraph that you overwrite on page load if scripting is not
blocked. That would at least make sure only norton users saw it...
