FN-FORUM: windows Domain Blocking ?

Does anyone know what windows app is running that is blocking a few domains
that I regularly connect to via ftp?

It only seems to be picking on a few domains I access. The funny thing is
once one domain is blocked I am shut out of a few on the same server?
