Installing ISPs CDs nearly always messes up the settings - often installs an
older or unpatched version of IE so you end up with mismatched DLLs - just
never do it! Check for proxy settings as well.
Might be worth reinstalling IE using the INF method and then reapplying the
last x years of patches (as a last resort). Check firewall settings and all
IE zone settings and if you have Norton/Symantec *anything* disable it and
try.
Firefox uses basic authentication and IE uses windows integrated. If you
cant get to internal sites but can get to external ones, it's the web server
permissions.
What happens if you log on as local admin? You could do that and run regmon
and filemon to see if there is anything local it is complaining about.
BTW if you don't have any dial-up or VPN connections, you won't have
anything to change in IE's Connection settings (except LAN settings).
