It's usually done by one of the worms/trojans mentioned in the links in my
previous post. You need to check the reg keys mentioned in them and also
group policy. If you go through the links, you'll find all you need to put
it right. (or try a search for "task manager disabled")
To reduce the chances of bad things happening to your machine, don't run as
administrator, work as a normal user and use run as if you need to defrag or
whatever without logging out and in again.
