BR tax code is basic rate but with no personal allowance - ie taxed from
first penny earned, not after whatever the personal allowance is (?503L or
something similar is basic rate tax code).

The output in other sub routines are fine. when the script runs the
error sub routine, the output html is displayed correctly.

Check that your server is handling Perl scripts correctly, and is
executing them rather than just outputting the contents.
