FN-FORUM: Proposal system

I'm developing an extranet for a holding company that owns several
agencies. Marketing, design, PR etc. They basically want a system
that will help them speed up proposals. So it will hold biogs of key
staff, case studies etc and will let them share knowledge but
ultimately be a tool to pad out proposals so it looks like they've put
a lot of work into it.

I have 2 questions:

1 =96 Does anyone know of any off-the-shelf packages? ASP preferred but
would consider PHP.

2 =96 I'd like to hear from anyone (off list) that has developed a
similar bespoke system so code can be reused. I'd consider a joint
venture or just outsourcing the lot.
