You are right that this changes administrative control, but not the
owner (i.e. the name that is shown in the whois for 'Registrant'.
If the domain is less than a month or so old, the IPStag holder can
email (signed with the ipstag holders' key) Nominet and say that the
wrong registrant details were supplied (at least this could happen
when I did hostmaster tasks for one of Nominet's largest - in terms
of domains - members). If the domain name is older than that, you
will need to contact Nominet's support desk. The rules might have
changed with the new payment-for-domain rules started to apply a few
years ago.)
