Looks like a variant on the suckerfish type of menu - see
http://www.htmldog.com/ptg/archives/000050.php for a tutorial / links on the
technique.

Your example requires extra javascript for the second level entries ( not such
a good idea ) but what the hell its needed anyway to fix IE6 hover problems.
