In that case, what about selecting your marquee, then right clicking and
choosing "Transform Selection"?

'Ctrl + T' does 'transform', 'transform selection' is the same idea but
applied to the boundrys of the selection marquee. Adjusting the
selection area as opposed to adjusting the selected area of the image.
