It's legislation to protect fools i think.
People buying from a website and then going back with a problem to find
there's no contact details at all...
better to make it a crime to buy from a dodgy looking website than to
make it harder for genuine business. (dodgy businesses will still have
no contact details....)
like a lot of legislation it allows the law to take action if it finds a
criminal, but does nothing to prevent the crime in the first place.
