We're absolutly not paying $35 per month for hosting.

DNS failover is a pretty simple method of ensuring site availability in the event that your host has some form of problem. Its not as good as hardware failover agreed, but I for one can stomach a few extra minutes of downtime if it saves us a few hundred quid (unlikely we'll lose enough money in say, 5mins, to justify full hardware failover).

I'd begrudge paying more than $35 per year for a service that essentally pings a specified IP address and changes a DNS record if the IP doesnt respond.

If your point was that you shouldnt expect failover on a HOSTING package costing $35 per month, I'll agree.
