depends on how you'd judge best I suppose? (and many wars have been
fought over this topic)
I don't think you can beat Topstyle Pro for an all round "assisted"
editor for (x)html/css - loads of useful time savers like code snippets,
code completion etc. (I use it everyday and for PHP etc)
alternatively I would rate PSPad, Editplus, Scite and Notepad++ amongst
the best.
