No you don't need two network cards!!

I've setup this very same scenario on 3 SBS2003 installs.

You need to forward port 1723 to you SBS 2003 server, make sure you have
run the Routing and Remote Access setup ..

What Netgear Router is it? Most will just work with out having to
forward GRE...
