Hi Lorna,
I've just looked on names.co.uk and you can register all 3 via them here in
the UK. For all you should have a valid address to register from, but if you
haven't then Names can provide an address for nl and de for an extra fee. fr
is a little different but they can help.
So look at names.co.uk, put in any domain name for availability, scroll down
after the search and you will find a list of all the countries. Click on the
appropriate question (or exclamation) mark for an answer to each country.
