You are never going to win work based on price alone. Your best bet is
to go for local business, as a lot of clients really do want someone
they can meet face to face. Find out about local business groups and
networks and get "networking" with other designers. Stick your
business card wherever you can (I draw the line at phone boxes - lol).
Maybe do a couple of local interest sites as personal projects, or
offer a free web site review service at your local business link (I
know one guy who gets a lot of work that way). It's also worth making
an appointment to see a business advisor at business link too - not so
much for the advice (though they may know of funding sources) but
because they can really help with the networking side of business. It
really is about who you know.
