Basically Umbrella companies no longer work for freelancers. If somebody
is selling you the idea on that basis you are probably being taken for a
ride.

UTF-8 and UTF-16 are both unicode encodings, so either will do. UTF-8 is
that standard encoding for XML, and Apache 2 has it as its default, so
probably a good choice.
