Hi David,
I happen to work in this industry a bit. It will be probably overkill
for your requirements but this is considered as a Signage standard
application software, can handle almost all formats...

Could be that your MySQL server you are trying to import to is too
old. I also came across access denied when trying to upload via DATA
or DATA_LOCAL. This might be disabled in your case.
