spans are a good way to change appearance of a bit of text without
changing anything else about it. As I understand it (and I'll probably
be corrected here) spans and divs are inline and block level elements
respectively that have no other semantic qualities- so if you want a
paragraph it should be a if you want a list item you might want a
inside a but if you just want to mark an area as related with
not other semantic information you would want a . In the same way
you can use a if you want to change the appearance of text
without the semantic baggage of or tags.

I'm thinking visually that you have something like this:

some other bits

Now what I'm not seeing is anything that visually connects the logo, add
banner and other bits at the bottom of the page to the content and links
in the middle. They're on the same background colour as everything else
and there is nothing to draw it together really. I would maybe put it
all on a slightly different background - perhaps have a very low
contrast and simple graphic going behind the main content block and
connecting the top and bottom or something similar.
