You need to check the actual USB connection list at the bottom of the
Device Manager.

You need to look at each 'hub' and on the property tabs will be a list
of the items plugged in and the voltage they use (or something like
that).

When you find the one that lists the hard disk, go the Power Options
tab and make the changes there.
