is this a maxtor one touch?

did you actually look at the seagate support site?

did you install the maxtor software?

from the Knowledge base:

What is the default power setting (Spin-Down) for Maxtor OneTouch =20
Drives?

Answer:
The drive automatically spins down after one (1) hour of inactivity. =20
This is a feature specific to the OneTouch Drive and occurs in both =20
Windows and Macintosh Environments; regardless if it is preformatted =20
as FAT32 (Windows) or HFS (Mac).
Spin-Down settings can be changed via the Maxtor (for Windows) or =20
through the Power Saver program (Macintosh).

Double-click on the Maxtor OneTouch Manager icon on your Windows =20
Desktop. This will launch the OneTouch Manager application.
NOTE: If this icon has been removed from the desktop, click Start > =20
Programs (All Program for Windows XP) > Maxtor > OneTouch > Maxtor =20
OneTouch=99 Manager
Click on the Settings button.
=46rom the Settings screen, click on the Adjust Power Setting button
The Adjust Power Settings Window Displays. By default, your OneTouch =20
III drive is set to spin down after one (1) hour of inactivity. To =20
change this setting, click on the drop-down field and choose from one =20=

of the pre-selected options (e.g., click Never).
Once you have made your choice, click Apply
A confirmation screen will open inorming you that the power setting =20
has changed. Click OK to return to the OneTouch Manager's Main menu.
When you are finished, close the OneTouch Manager program. The Power =20
Setting is now changed and your OneTouch III drive with spin-down =20
after the selected period of inactivity (unless Never was selected).
