The Royal National Institute of Blind People were happy enough to use
flash 6 for that particular game. They provide an html alternative,
but I'm sure they wouldn't have bothered with a flash version if they
had any doubts to it being useable by their audience.

Is another well known site (using flash 7), and is a well discussed
and documented site regarding its accessibility. I'm sure the creators
of that site would take issue with your statement that "Flash 7 ( note
the version) is not accessible."
