FN-FORUM: Accepting payment from the Middle East?

I have a colleague in Canada who has been asked to edit an article
for submission to a peer-reviewed scientific journal. He has the
required technical and editing credentials, the journal is a
reputable one, and the fee he's been offered is excellent. The
problem is, the author who is submitting the article (and paying for
the editing) is an academic researcher in Iran. My colleague doesn't
want to accept a check from an Iranian bank because HIS bank takes an
outrageous percentage of currency conversion transactions. Paypal
won't/can't let the researcher open an account or use their bank
account pass-through options because of the US restrictions against
doing business in Iran.
Does anyone know of a non-US-based remote payment option that will
allow this Iranian researcher to pay for having his article edited?
