Hi,
I had the same problem when sending money from UK to Cuba. There was
only one option - my bank would send the money to a bank over there
and the person would receive the money via some kind of agent.
Moneybookers do bank transfers internationally, not sure if it will
work with Iran though.
And found this one but I have no idea if it's reliable :
