I wouldn't.
but I have, in the past, successfully bid for, won and completed
projects utilising the skills of several companies and freelancers.
It's hard work, and often not really worth it. it took me almost a
year to rebuild my client base when I had to turn people away because
I was on a *big* project.
and the bid (three - seven days work per ITT) to win ratio isn't very
good.
I tend to be a little wary of large tenders, as often the tendering
process is a sham, just in process to prove value for money and the
contract has already been assigned in principle to a preferred
supplier who, often, has written the project brief.
cynical? moi?
