Tbh full page layouts in psd can cause more problems than its worth..

I think the caveat there is 'good' HTML.
In my last post we looked at several PDF/HTML converters but found none that
did everything we needed.

I don't know your goal but you can convert PDF to HTML using Adobe
Illustrator/Photoshop with the 'Save for web' feature.
