My view would be, useablity is how the user does something on the site
e.g. login, if you're site requires 10 steps to login, it's not very
useable but may be standards compliant.
Accessiblity is making sure the site works in other browsers, screen
readers and on different devices. Using things like the label tag on
forms, making sure the document is well formed and compliant so if you
remove the style sheet the web page still makes sense for instance.
