Close but not quite. Its not the fact that its standards compliant or not,
its the that the designer failed to take account of all the classes of user,
and that its not usable for at least one class. The fact that its standards
compliant does not help that class of user.

Correct; and this is true regardless of its standards compliance or
otherwise.
