Hi John,
three suggestions.
If you use Photoshop, create a new layer on top of the water, fill it with
the gold colour you're looking for, in your layers roll-up you'll see a
dropdown for the layer mode, select 'overlay' or 'softlight', this will
apply the gold colour to the water layer underneath, then play with the
opacity of the layer. it's a start and works a treat.

i've generated before using 3D software, no charge.
