which is why a lot of people use pdf's

depends on what you are trying to convey with your design idea -
look, colour, layout are all visual and jpg's on the web might give a
good approximation.

but workflow, process and interactivity all require some sort of
wireframing - I generally approach this with a plain black and white
site.
