Joomla has a reputation for using table-based layouts and being easy to
set up. Good for graphic designers?
Drupal has a reputation for CSS layouts and being easier to keep W3C
standards-compliant but more difficult to set up. Good for PHP coders.

I've been using Drupal for a while now, and although there are some
oddities (the Forms API's API, for example) it does seem to work very
nicely. Writing custom modules is relatively painless, and it's extremely
flexible user pemissions system is excellent. Documentation is OK, once
you learn where to look for things, but not brilliant.
I used Joomla back in the Mambo days, but never got around to trying to
write add-on code for it.
There are probably as many ready-made add-on modules for both: the main
problem is choosing which to use!
