A course of action that has been suggested to them many times.

Most recently in September, eliciting this comment:
"We've looked at Mailman before, but the existing forum is quite
integrated into the site, and it would be a lot of work to move
elsewhere."

and in response to:
"is there any chance that you could fix the bug where the list
mails don't have a "Precedence: bulk" or "Precedence: list" header"
