When we were looking for graduate programmers at the place I worked
until a couple of years back advertising in our local paper worked out
pretty well. I don't know if it would work for someone more senior but
given the relative cost compared with an agency it's worth a shot.
You could maybe try advertising at some of the smarter places like
thedailywtf.com or http://jobs.joelonsoftware.com/ as well. I don't
know how those work out ( the dailywtf one seems pretty quiet ) but they
attract slightly more savvy developers so might be worth a shot.
