FN-FORUM: Setting up a LAN - info and quotes please.

A company wants to setup its own LAN (Windows). This company is currently
sharing their LAN with their parent company but now require their own,
independent, network. The company share their offices with their parent
company and both use just one internet portal. Ideally the child company
would want to be able to move offices easily (therefore the new network
should not be dependent upon their current network in any way).
The child company has 10 employees, each with their own PC, all running
Windows XP. They also have a windows server machine which is not much used
but provides file-sharing. They would require backups of the shared files
and a disaster recovery plan.
Their offices are in London SW1.
Is it possible to setup the child company with a separate network (but
sharing the same LAN cables as the parent company, within their current
office)?
How is this best done (by installing a domain controller server?)
Can someone give me quotes:
How long would it take to setup.
How much would the installation be ( +/- 50%).
How much time would be needed to maintain it.
How much would it cost to be maintained.
